TOML — Tom’s Obvious, Minimal Language — was published by Tom Preston-Werner, GitHub’s co-founder, in 2013. He wanted a config format that was easier to write than YAML, more readable than JSON, and had a clearly specified schema so every parser produced the same output. The result was flat INI-style key-value pairs, grouped under `[sections]`, with explicit type declarations.
TOML’s breakthrough came when Rust adopted it for `Cargo.toml`, the manifest file of every Rust package. Python followed by making `pyproject.toml` the successor to setup.py. Hugo, Zola, and several static site generators use TOML by default. In 2026 TOML is the preferred config format for systems programming languages and build tools; YAML still dominates DevOps.
