bzip2 was released in 1996 by British mathematician Julian Seward, who built it after studying the Burrows-Wheeler Transform (1994) described by Michael Burrows and David Wheeler. The BWT rearranges data so similar bytes cluster together, which Huffman coding then compresses aggressively. The result: files typically 10-15% smaller than gzip, at the cost of noticeably slower compression.
For almost a decade bzip2 was the default "I want better compression than gzip" tool on Unix. Linux kernels, scientific datasets, Debian packages for a while — all shipped as .tar.bz2. Then xz (2009) showed up with even better ratios and comparable speed, and most projects migrated. bzip2 remains in widespread use for legacy archives and in places where its specific properties (byte-aligned blocks, recoverable-from-corruption) matter.

bzip2 is based on the Burrows-Wheeler Transform, an algorithm that was invented at DEC Systems Research Center in 1994 — just 2 years before bzip2 shipped.
Julian Seward also wrote Valgrind, the standard memory-debugging tool for Linux/macOS — a remarkably prolific open-source maintainer.
bzip2 blocks are byte-aligned and independently recoverable — if one block corrupts, the rest of the archive is still readable.
Compressing the English Wikipedia dump with bzip2 takes about 2 hours on modern hardware; with xz it takes 8 hours but produces a file half the size.
The .tar.bz2 extension is so common that most tools treat "tbz2" or "tb2" as equivalent aliases.
