Quality & Compatibility

The WAV contains the full decoded samples from the OGG — nothing lost in the transcode itself. However OGG Vorbis is lossy, so any compression artefacts baked in by the original encoder remain in the WAV; the conversion cannot recover what was never in the file.

Lossy-to-lossy conversions (most combinations) re-compress the audio, which technically introduces some loss. At a 192 kbps or higher target it is inaudible on normal equipment. Lossy-to-lossless conversions freeze the existing quality but cannot improve it; lossless-to-lossy transcodes are only as good as the target bitrate you choose.

The conversion itself is lossless — the WAV contains every sample the OGG decoder produced. OGG Vorbis is a lossy codec, though, so any quality loss from the original encoding stays baked in.
